After noticing that consumers face a series of problems in different areas, this association has opted to fix those areas to be their concern in order to set and define mechanism of protection and advocacy for the sole benefits of consumers who are in turn the engines of our country’s economic growth.

Problems encountered by consumers in all these thematic areas are not the same. It is in this framework that ADECOR has undertaken a conduction of research to see the most striking problems affecting the interests of consumers within these sectors.

To make sure the provided information is shared by all the consumers, this research was carried out in all provinces of the country including even the remote districts of Rwanda in courtsides.

By means of questionnaires to literate people and to illiterate ones with the help of ADECOR research agents, we have succeeded to collect data from different people in age, regions, views and understanding. We are convinced that the data provided reflects the real situation on the field.

In the following lines, we are going to be highlighting challenges faced by consumers in this area. Note that the contents of these research data include both ideas of respondents and observation of researchers during different inspections.

-Late intervention in the remanding of damaged cables

-Corruption in serving the people(EWSA)

-- In service industry like the fuel stations sometimes there is no attendant to serve the customers.

- Time is a very important element and many people are pressed with time therefore they need immediate attention.

-This lack of seriousness in the part of the attendants also results into serious losses of revenue to the business because many people would simply drive away to other business destinations.

-Some stations indicate that they work for 24hours yet when you drive there nobody is in site.

-In advanced countries like the USA the petrol stations are self operated but in Africa we have not reached that stage yet. The gas and hydrocarbons are essential for deriving energy in terms of electricity etc

Thus we have to harness all our resources for maximum benefit to the consumers.

Consumer Association would suggest that there should be open of the Electricity market , water and Gas to  the Competition.

Some consumers pay every month for the services but they are not provided with that service e.g. Water is not available in the taps. Also they are given inflated bills that do not reflect the correct amount consumed.

These factors bring a lot of problems to the consumers.

 Gas containers need to be checked properly to avoid leakages that can result into explosions and harm life or cause death.

The Overhead Electric cable should be checked regularly to avoid old cables falling on people or consumers or in their homes which can cause serious injury or death in some cases.

The consumer Association will have to ensure that the Bills and Invoices given to consumers are valid and correct.


- The Consumer Association will make sure that there is no delivery of wrong water Bills, erratic water supply, poor water quality and unjustifiable water supply disconnections or electricity supply interruptions to the Consumers.

- The amount for 500 rwf per Month, cash power payment should stop for the consumers and other companies should provide cash power Water is an essential necessity, so are electricity and other energy giving elements.
